St. Rose Storm Water Pumping Station

Background

The St. Rose Storm Water Pumping Station project involved the construction of a new municipal stormwater pumping station, including all associated site works, structural components, process equipment, mechanical systems, HVAC, plumbing, electrical infrastructure, instrumentation, and industrial automation systems. The project required a dependable control platform capable of supporting efficient stormwater management while ensuring seamless coordination between field devices, local operator interfaces, and the City’s supervisory systems.

Requirement

The project demanded a reliable PLC-based automation solution that could provide accurate process control, local operator monitoring, and seamless integration with the City’s SCADA environment. The system needed to deliver the following:

  • Reliable PLC and local Operator Interface Terminal (OIT) control.
  • Comprehensive I/O configuration with analog ranges, digital input status, and alarm management.
  • SCADA-ready graphics and process visualization.
  • Complete engineering documentation, testing, and commissioning support for municipal operations.
Project Scope

Valley Integration was responsible for delivering the programming and automation scope for the pumping station, including:

  • PLC programming using the Emerson PACSystems RX3i platform.
  • Local Operator Interface Terminal (OIT) development and programming.
  • Preparation of detailed I/O lists covering analog ranges, alarm parameters, and digital input status.
  • Development of recommended alarm strategies for the plant paging system in accordance with the Process Control Narrative (PCN).
  • Preparation of preliminary SCADA graphic display layouts and OIT symbol libraries.
  • Delivery of Factory Acceptance Testing (FAT), Site Acceptance Testing (SAT), and complete project documentation.
Technical Highlights
  • PLC Automation: Engineered and programmed the Emerson PACSystems RX3i PLC platform for dependable process automation and equipment control.
  • Industrial HMI Development: Developed operator-friendly Emerson QuickPanel interfaces for efficient local monitoring and operational control.
  • Alarm Management Engineering: Designed structured alarm recommendations aligned with the Process Control Narrative to improve operator awareness and plant response.
  • SCADA Integration Readiness: Developed general and preliminary SCADA graphic display layouts to support smooth integration with the City’s SCADA system.
  • Documentation & Validation: Delivered FAT and SAT documentation, Process Control Narrative (PCN) documentation, and complete engineering deliverables to support commissioning and long-term maintenance.
List of Major Supplies
  • PLC Platform: Emerson PACSystems RX3i
  • Programming Software: Emerson Proficy Machine Edition
  • Operator Interface Terminal (OIT): Emerson QuickPanel
  • Automation Deliverables: PLC programming, OIT programming, I/O database development, alarm configuration recommendations, SCADA screen layouts, FAT & SAT documentation, and Process Control Narrative documentation.
Result

Valley Integration successfully delivered the automation programming scope for the St. Rose Storm Water Pumping Station, providing a reliable PLC and operator interface solution that supports efficient municipal stormwater operations. Through structured programming, comprehensive documentation, alarm engineering, and commissioning support, the project achieved seamless integration readiness and delivered a scalable automation platform that meets the operational requirements of modern municipal infrastructure.
