Region of Halton – Premier Gateway Employment Area Water & Wastewater Servicing
Background
As part of the Region of Halton’s expanding municipal infrastructure, the Premier Gateway Employment Area Water & Wastewater Servicing Project involved the planning, detailed design, and implementation of a new Type IV municipal pumping station. Designed with a four-pump dry well configuration, the facility required advanced automation, electrical, instrumentation, and control systems to ensure reliable wastewater conveyance, operational efficiency, and compliance with regional engineering standards.
Valley Integration was selected to provide the PLC and SCADA programming services, supporting the project from detailed design through commissioning while ensuring full compliance with the Region of Halton’s established automation standards and Process Control Narratives (PCNs).
Requirement
The Region required a standardized, highly reliable automation platform capable of integrating seamlessly with its existing municipal control infrastructure. The solution needed to provide:
- Robust PLC-based process automation for pumping station operations.
- A scalable SCADA system compliant with Region of Halton standards.
- Local operator interface for monitoring and equipment control.
- Comprehensive Process Control Narrative (PCN) development and verification.

Project Scope
Valley Integration was responsible for delivering the complete PLC and SCADA programming scope, including:
- Development and verification of the Process Control Narrative (PCN) during the 30%, 60%, and 100% design milestones.
- Implementation of the Region of Halton’s standard SCADA application.
- Integration of software modules to support newly installed pumping equipment and process instrumentation.
- PLC programming using the Rockwell ControlLogix platform.
- Development of the GE iFIX Professional SCADA application.
- FactoryTalk View ME Operator Interface Terminal (OIT) development.
- Auto Dialer programming for alarm notification.
- Factory Acceptance Testing (FAT), Site Acceptance Testing (SAT), operator training, and preparation of final as-built documentation.
