Background

The Digester Complex Upgrades and Refurbishments Project at the Duffin Creek Water Pollution Control Plant (WPCP) was undertaken to modernize critical sludge treatment infrastructure and improve long-term operational performance. The project included the replacement and upgrade of equipment within the digester complexes and the Imported Sludge Receiving Station, supporting increased process reliability, improved safety, and enhanced treatment efficiency.

The modernization scope involved process mechanical upgrades, electrical improvements, waste gas burner replacement, instrumentation enhancements, and control system modifications. Valley Integration was selected to deliver the instrumentation, PLC integration, control panel upgrades, and commissioning services required to support the facility’s modernization while minimizing disruption to existing plant operations.

Requirement

The project required an integrated instrumentation and automation solution capable of upgrading existing process control infrastructure while maintaining uninterrupted operation of one of Ontario’s largest wastewater treatment facilities. The system needed to provide the following:

  • Reliable PLC-based process control for upgraded digester operations.
  • Seamless integration with the plant’s existing SCADA system.
  • Advanced gas detection and process instrumentation for operational safety.
  • Verification and modification of existing PLC panels.
  • Complete testing, commissioning, documentation, and operator training to ensure successful system implementation.
Project Scope

Valley Integration was responsible for delivering the instrumentation and automation scope, including:

  • Supply, commissioning, and operator training for gas detection systems, flowmeters, and pressure instrumentation.
  • Verification and modification of existing PLC panels to support upgraded process equipment.
  • Supply and commissioning of PLCs, control devices, and control panels.
  • Integration of new instrumentation with the plant’s existing SCADA infrastructure.
  • Factory Acceptance Testing (FAT), Site Acceptance Testing (SAT), commissioning, and complete engineering documentation for supplied PLC panels.
Technical Highlights
  • Industrial PLC Integration: Engineered and integrated the Emerson RX3i PLC platform to support upgraded digester process control while maintaining compatibility with the existing plant automation architecture.
  • SCADA System Integration: Successfully integrated new control systems with the facility’s existing SCADA platform, ensuring uninterrupted supervisory monitoring and operational continuity.
  • Advanced Process Instrumentation: Supplied and commissioned process instrumentation in accordance with the approved instrument list, including gas detection systems, flowmeters, pressure instruments, and associated field devices for accurate monitoring and process safety.
  • PLC Panel Verification & Modernization: Performed detailed verification, modification, and commissioning of existing PLC panels to accommodate upgraded equipment and revised control strategies.
  • Control Panel Engineering: Supplied and commissioned new control devices, PLC hardware, and control panels to support the digester complex modernization.
  • Safety-Focused Engineering: Integrated gas detection systems and associated instrumentation to improve personnel safety, process monitoring, and regulatory compliance within hazardous process areas.
  • Testing & Commissioning: Successfully completed Factory Acceptance Testing (FAT), Site Acceptance Testing (SAT), commissioning, and operator training to ensure reliable plant startup and long-term operational performance.
